   On July 1994, one of a prominent business organization the Japan Federation of Economic Organization(KEI-DAN-REN)mission visited Rangoon. (Mr.Kazuo Haruna was the mission leader, 50 participants).Their intension was to conduct a survey for the resumption of trade with Burma by Japanese companies.
   Tthe mission confirmed that the State Law and Order Restoration Council(SLORC) was eager to liberate the trade.this confirmation brought a boom of visits to Rangoon by Japanese missions.The Economy and Development Minister David Abel of SLORC showed the following records of the country's past efforts to liberate the trade, and the Japanese mission accepted the explanation.
   Under the SLORc rullings, the European, U.S. and Chinese capitals advanced quickly to Burma. It gave a big frustration to Japanese business leaders.Leaders of KEI-DAN-REN mission declared that the legal system in Burma is already developed and started preparation for the trade resumption.
   On February 1995, five Japanese private enterprises led by Marubeni sent the first full-fledged mission of 23 members,headed by Mr, Kazuo Haruna. They signed a board contract for the purpose of improving business infra-structure of Burma with SLORC.
   The contact included, among other things, construction and selling of Mingaladorn Industrial Park(Mitsui Co),Joint company of car imports(Marubeni),construction and modernization of airports,harbours, railroads and communication networks(Marubeni),Zinc sheet manufacturing (Marubeni),and soft drink production company(Marubeni).
   So far the contacts are kept well. Not only big fives,many small enterprises and self-governing bodies from Japan visited Rangoon frequently.−exactly,information details, also available at "BURMA ALERT"
   We can see the increase of Japanese trading enterprises recently. Anyway, the international investments for Burma on 1994 were here.

   Recent advancement of the Japanese enterprises far exceeds other countries both in number and marcket share on toward near future.

   It seems abnormal that this many Japanese enterprises are making investments in the country which has so many human-right abuses. It's from these reasons.
   Human-right abuses in Burma is not well known by Japanese citizens. Only the oppression by the junta of the democratic movement in 1988,and Aung San Suukyi was in house-arrest and released. forced labour, relocation,etc which widely seen in Burma are seldom reported.Also,the friction between minority groups and SLORC, wide spreaded refugees into Thailand ,Bangladish and other neighbouring countries are not well reported.
   Japanese people are able to access English Medias. But their english understanding level is in the simple everday conversation. The people who can understand English news enough, to be limited in trade related area, are so busy and they have a tendency not be interested in the voice of the oppressed peoples.
   Retired soldiers and conservative old people believe that the Burmese independence from Briton was achieved by the Japanese military assistance.and they are very proud of this history.Some of them miss-understood the SLORC as All Burmese who needs help from us.
   Big projects led by the World Bank or IMF caused a North-South problems. Many developed countries including World Bank are considering this a failure. This recongnition led to an expansion of Grass-Roots aid moovement and NGO support in the world.but in Japan, this trend atarted only in 90's. It is not common among the majolity of Japanese.
   Japanese government seldom put the restrictions on enterprises activties. US, German,French, enterprises advanced into Burma against the will of their own government.In Japan situation is same. It is almost impossible for the Japanese Government to put restrictions by the enterprises themselves. but because of the lack of media reports, these are no critcisms against the behaviors of these enterprises from inside the company, share holders or labour unions.
   Japanese domestic opinion does not disturb the advancement of the enterprises into Burma. And also we must consider the unique relationship between Japan and Burma.
   Burmese National Army was established by Japanese Army. on 1940, 30 young burmese led by Aung San received an military training in Hainan island and Taiwan.This trining was provided by a secret agency, called Minami-Kikan(organ)/commander:Colonel Suzuki. The 30 young men came back to Burma and built the Burma Independent Army(BIA) to fight against the British kingdom.The BIA, with a support of the Japanese Army, won the fight and drove the Britain Army away to India. but Japan did not recognize the independence of Burma and started to rule over the country.Colonel Suzuki said that the mission of the Japanese Army was to liberate Asia, and made strong appeal to his home government, but his plea was neglected.
   Colonel Suzuki said to Aung San,kill him and achieve the independence of Burma. General Aung San could not kill Colonel Suzuki, ubut organized the Anti-Fascist Army and pushed out the Imperial Japanese Army with the support of United Nations Army.
   Ne Win ,who is said to be the shadows man controlling the SLORC, was done of 30 young burmese. He respects Col,Suzuki very much.
   On January 1981, Ne Win bestowed Aung San Decoration to 6 former Minami-Organ,members(all japanese),including the widow of the late Col.Suzuki.
   Inspite of the isolation policy of Burma, this bestowal of the prize encouraged many Japanese to visit Rangoon, not only retired soldiers but parliamentarians.
   Now,"Diet Members'league of Myanmar-Japan good-will"(headed by Tatso-Ozawa) is supporting the junta strongly. this relation was started in Ne Win days.
   This league is planning to resume yen-loan aid to Burma and will try to revisit Rangoon in the near future.
   It seems that the human-right abuses in Burma are "invisible" to the eyes of the Japanese people.

   Ministry of Foreign Affairs of Japan qranted 3 unites of grass-roots aid for Myanmar on Feb,28 1993. approximately 10.8million yen.
 :Myanmar Red-cross. 8.4 mil yen,3 ambulance-car.
 :Myanmar Material and Child Welfare association.3.3 mil yen.
 :Medicines San Frontier.5.8 mil yen.microscopes.
On 1994, the aid was expanded into 6 unites approximately 40 million yen.
 1.Improvement of medical equipment in Shitwhay city.
  Shitwhay Hospital,10 mil,yen,medical equipment.
 2.School rooms expansion of orphanage
  Tiger-Bathahira orphanage,4.9 mil yen.
 3.Improvement of medical equipment
  Gyibitadanah Sanga hosptal.5.2 mil yen.
 4.Mother and Child welfare
  Myanmar Material and Child Welfare association.3.3 mil yen.
 5.Improvement of community,
  Yangon YMCA,3 mil yen.
 6.Development of community near Bagaw,
  Bagaw YMCA 2 mil yen.

   In March 1995, agricultural aid was granted, the amount was 1 billion yen,bids were made and decided onto following companies;

   The official from the Ministry explain their policy btoword to Burma, "the problems of Burma is very sensitive and difficult, Japanese has to take different approach to SLORC for construct engagement.and important to understand SLORC members pride and their 30 years of isolation before talking with them.there are only enemies or friend for their viewer.Burma has a land 1.8 times that of Japan and also very rich in natural resources. the trade with Burma can be very important for Japan.Japan can not lose contact with them."
   Ministry of Foreign Affairs of Japan appointed and dispatched MR Yohichi-Yamaguchi,as the Ambassador extraodinary and plenipotentialy to Myanmar at the end of December.MR Yamaguchi succeeded his predecessor immediately. It was very unusual when you consider that it usually takes two months for a new ambassador to be sent for replacement.This shows how they regard Myanmar important.
   The Ministry of International Trade and Industry(MITI) resumed the acceptance of overseas investment insurance for Myanmar on Jan.1995. And on May,it resumed the acceptance of imports insurance for Myanmar. These resumption swept away the barriar in the Burma trade too.
